Article 15 The following behaviors are prohibited within the scope of urban bridges:

(1) Unauthorized occupation、Digging、Constructing a building or structure；

(2) Taking soil、Sand Mining、Explosion、Getting stones、Dig a well、Dumping and storing flammable garbage、Explosive items；

(3) Crawler vehicle、Iron wheeled vehicle may be overweight、Super high、Over-long vehicles drive on urban bridges without authorization；

(4) Motor vehicle brake test;

(5) Washing the vehicle、Burn debris、Dumping sewage、Drying and crushing crops；

(6) Setting up billboards or other floating objects without authorization;

(7) Carrying out towing, hoisting and other operations without authorization;

(8) The erection pressure on the bridge is 4 kg/cm2 (0.Gas pipelines above 4 MPa、High-voltage power lines above 10 kV and other flammable and explosive pipelines；

(9) Other acts of damaging or encroaching on urban bridges.

Municipal facilities administrative department may decide according to road traffic conditions，Together with the traffic management department of the public security organ，Reasonable sections at both ends of urban bridges，Forecast of weight limit on the bridge ahead、Height limit、Length limit and other regulations。

Article 17 The space under the bridge belongs to the safety protection scope of urban bridges，The municipal facilities administrative department is responsible for the management and maintenance of the space under the bridge。The use of space under the bridge should ensure the safety of urban bridges，Do not affect the daily maintenance and repair of urban bridges。

Article 18 The safety protection area of ​​urban bridges refers to the vertical projection surface of the bridge、The water or land area within a certain distance around the tunnel。

The municipal facilities administrative department of the people's government of a city divided into districts shall delimit the scope of urban bridge safety protection areas in accordance with relevant national regulations，And announce it to the public。

Article 19 Construction operations that may affect the safety of urban bridges within the urban bridge safety protection area include:

(1) River dredging, river excavation and other construction operations;

(2) Construction piling、Construct underground structures、Shield jacking、Pipeline jacking、(frame) buried pipeline、Explosion、Excavation of foundation pit、Precipitation engineering and other operations；

(3) Operations where objects are piled in a large area or load reduction exceeds 20 kN/m2；

(4) Other operations that may damage urban bridges.

Article 20 Construction units are within the safety protection area of ​​urban bridges，While engaged in construction operations that affect the safety of urban bridges，Urban bridge safety protection design plans and corresponding construction plans should be formulated，And signed an urban bridge safety protection agreement with the municipal facilities administrative department。

Article 21 Damage to urban bridges，Should be repaired or compensated。

City bridges damaged due to traffic accidents，The traffic management department of the public security organ shall notify the municipal facilities administrative department of the relevant circumstances of the accident while handling the accident。

Article 22 The municipal facilities administrative department of the urban people’s government shall prepare medium- and long-term plans and annual plans for the maintenance and repair of urban bridges，Implemented after approval by the Municipal People’s Government。

Maintenance and repair units shall maintain and repair urban bridges in accordance with the medium and long-term plans and annual plans for urban bridge maintenance and repair。

Article 23 The municipal facilities administrative department of the urban people’s government shall establish and improve the urban bridge inspection and evaluation system，Organized and implemented in accordance with relevant national regulations。

A bridge determined to be dangerous after inspection and evaluation，Maintenance and repair units should set up obvious safety warning signs，And immediately report to the municipal facilities administrative department of the city people's government and the traffic management department of the public security organ，The traffic management department of the public security organ shall take corresponding traffic safety measures；Involving navigable waters，Should be reported to the transportation authority，The transportation department shall do a good job in managing waterway traffic order；Need to close city bridges and related waters，The traffic management department of the public security organ or the transportation department shall promptly announce to the public。

A bridge determined to be dangerous after inspection and evaluation，The administrative department of municipal facilities should put forward handling opinions，And eliminate the danger within a time limit；Before the danger is eliminated，Not for use。

Article 25 Maintenance and repair units discover abnormal subsidence of urban bridges、Broken、Deformation、When displacement and collision with vehicles and ships endanger the safety of the bridge, etc.，Safety warning signs should be set up，Do a good job of on-site surveillance，And immediately report to the municipal facilities administrative department and the traffic management department of the public security organ or the transportation department。The traffic management department of the public security organ or the transportation department shall take corresponding traffic safety measures，Maintenance and repair units should cooperate。The municipal facilities administrative department shall organize timely inspection and evaluation，Take disposal measures based on the test and evaluation results。

Article 26 The municipal facilities administrative department of the urban people’s government shall formulate an emergency plan for urban bridge emergencies。

Maintenance and repair units shall formulate emergency response plans for the urban bridges they maintain and manage。
