(2) Strict permanent basic farmland management

  Crop planting facilities do not damage the cultivated land layer，Can use permanent basic farmland，No need to supplement;Destroy the cultivated land layer、It’s really hard to avoid，Allow the use of permanent basic farmland，But it must be re-registered。

  In principle, permanent basic farmland shall not be used for land used for breeding facilities，It’s really hard to avoid，A small amount of permanent basic farmland can be used，But it must be re-registered。

  Auxiliary agricultural facilities involving the use of permanent basic farmland，In principle, the area of ​​permanent basic farmland used should be controlled within 5% of the total area of ​​facility agricultural land，No more than 10 acres。

  Agricultural facilities involving the use of permanent basic farmland，Township and town governments should report the situation of agricultural land for proposed facilities to the county-level natural resources department，County-level natural resources authorities shall issue opinions within the prescribed time limit。Unconsented，Projects are not allowed to be filed。Those who agree to use permanent basic farmland，County-level natural resources authorities should prepare permanent basic farmland rezoning plans in a timely manner。The permanent basic farmland to be supplemented must be located in the county (city)、In the permanent basic farmland reserve area of ​​the district。After the re-subscription is completed，County-level natural resources authorities must report supplementary planning information to the province level by level in a timely manner、Reported by the municipal natural resources department。
