二、Project Overview: The T4 apartment building of Land Construction Global Center is located at the southwest corner of the intersection of Gaoxin 2nd Road and Guangde Road, Yanta District, Xi'an，This is the EPC general contracting negotiation for the first phase of the outdoor landscape project，The construction area is about 3640 square meters。

三、Project content (negotiation scope): Project design of the first phase (EPC) outdoor landscape dafabet mobile appproject of the T4 apartment building in the Global Center of Jiejian、Construction drawing design、Procurement and storage of all materials and equipment for the project、All engineering designs within the scope of the project、Construction、Management、Warranty service and responsible for the management and coordination of the cooperation between various participating units。

5. Registration conditions:

(1) Business license: Bidders must have independent legal person qualifications，Have a legal and valid business license (such as consortium competition，Both parties need to provide it)。

(2) Qualification requirements for applicants (independent bidders or consortium bidders): ① Possess [Level 3 General Contracting for Construction Projects] and above qualifications issued by the construction administrative department；②Possess [Engineering Design Comprehensive Qualification Class A] or [Construction Industry Design Class B] and above qualifications issued by the construction administrative department or [Construction Industry (Construction Engineering) Professional Design Class B] and above qualifications (provide valid Qualification certificate，Such as consortium competition，Provided jointly by both parties)。

(3) Have safe production conditions，And obtain a production safety license (provide a valid production safety license，Such as construction company competition，Required；Such as consortium competition，Provided by the construction unit)。

(4) Requirements for main personnel of the proposed project:

① General contracting project manager: must have the professional qualification of a registered architect of level two or above or a registered constructor qualification of level two or above (professional: construction engineering or municipal engineering)，Have a valid safety production assessment certificate，Register in this unit，And not serving as project manager for other projects under construction、Construction manager；

② Design person in charge: The proposed design person in charge must have a registered dafabet mobile apparchitect qualification of level two or above；

③Construction person in charge: The proposed construction person in charge must have a professional qualification of level 2 registered construction engineer or above and a valid safety production assessment certificate (construction safety B certificate)，Register in this unit，And not serving as project manager for other projects under construction、Construction manager；

④The proposed general contracting project manager of this project can also serve as the proposed construction manager，However, the proposed general contracting project manager must meet the qualification requirements of the proposed construction leader。

⑤The design person in charge and the project manager (or construction person in charge) cannot be the same person。

(5) Basic information requirements for applicants:

Basic information on applicant qualifications and project leader (general contracting project manager、Design project leader、Construction project leader) basic information should be on the "Shaanxi Construction Network (http://js.shaanxi.gov.cn/ ) Shaanxi Province Construction Market Supervision and Integrity Information Release Platform or Shaanxi Province Survey and Design Industry Management Information Release Platform" can be queried。

(6) Applicant credibility requirements:

①Applicants shall not be listed as dishonest persons subject to enforcement on the "Credit China-China Enforcement Information Disclosure Network" website；

②The applicant shall not be listed as a restricted actor in bidding for the construction of integrity platforms at all levels where the project is located；

③Applicants shall not be included in the list of serious illegal and dishonest enterprises in the National Enterprise Credit Information Publicity System；

④If a consortium bids, the above requirements include all parties to the consortium.

(7) Other requirements:

The person in charge of the unit is the same person or there is a controlling stake、Manage relationships、Different units of association，Only one party can participate in the bidding。
